Currently mana only discards from instant spells before mana is discarded from delayed spells and then it is discarded from on going spells.
This causes sequencing issues for cards like silent support on which mana card they should actually be picking up -

Report history
So we are not going to introduce any changes to the BGA coding.
In the next printing of the game, we will be introducing this sequence of events during the cooldown phase:
Players will first discard off of instant and delayed spells. They will then resolve the effects of the delayed spells.
Next, players will discard off of ongoing spells and any ongoing spells that have no mana on them become inactive.
My understanding is that the bug report has little to do with the functionality of the game, and more to do with the game being inconsistent with the current rulebook.
The next time we print the rulebook, it will be consistent with the event order that BGA uses.
