Report history
I selected the heist "Jewelry" which needed two guns and one purple fist. I tapped the right gangsters to achieve those skills and all of the skills disappeared from the bar next to the "confirm" button, as they do when you have satisfied them. But when I clicked "confirm" I got the message "you do not have enough skill to perform this heist".
I tried again and got the same result. Then I refreshed the page and my two previously available gangsters were tapped and unavailable.

smci tried to perform Rival gangs (Leader + Gun + 2 Sniper + Punch) which I have enough untapped skills for, but was told I don't.
One possible root-cause to investigate is three of my gangsters have learned skills. Maybe it miscounts those.
Perhaps the maintenance earlier today (10am Paris time) scrambled the database state.
