It was another player's turn and they were out of time. I clicked to skip their turn and confirmed it. The game log says that I skipped their turn because they were out of time, and it says "the turns of this player are being skipped" in the player's box under their name.
However, the game still thinks it's that player's turn, and is still waiting for the skipped player to make a move before it will let anyone else play. So the game is permanently stuck. Although the "skip players out of time" button is still there, if I try to use it now I get this message:
Unexpected error: No players are out of time at now (reference: GS3 07/04 17:26:46) -
