I wish to place two ships. I want the two ships to be adjacent to each other, and one of the two to be adjacent to a planet. This is possible if I place the not-Planet-adjacent ship first, but not the other way around. Order would not matter if I didn't have Stealth.

The Reorganize card doesn't let me choose this order, and it should.
