At step 80, I executed <3 Charter of Liberties>, tucked a card and chose Echo <6 Dentures> on my opponent's board. It should only execute the second dogma effect because no card was tucked by <6 Dentures>. However I tucked <6 Vaccination> and scored my two top cards.

So when the echo effect is executed, then there are "none to score". Therefore it's expected that you draw and tuck a 6 (which happens to be the same thing as the echo effect), and then the non-demand effect is repeated.
I don't think there's a bug.
