Report history
Each card has to be activated by at least a strength of 1, including the permanent effect cards. It works exactly the same as the other cards.
Don't forget that if you play your permanent "mountain +1" (Cut Nose) effect with strengths of 2 or 3, you get a bonus of respectively +2 or +3 on your next full movements in the mountains.
I have a slightly different scenario with the same card.
When activating a 'move' card multilple times then the cutnose effect should be applied to each activation.

I get a +3 bonus to the mountain move with cut nose.
I activate the explorer x2 with 2 horse to move in the mountains.
I should move (2+3) x 2 = 10 spaces. But the game only moves me 7 spaces, and didn't apply the +3 bonus on the 2nd activation.
