There should be a karma penalty for running out of time at anytime during a game. I'd suggest 2-5 karma points as I think you should lose more points for a negative clock than you gain for a game without a negative clock (currently 1), so that there is a clear incentive for playing within the time consistently, while allowing for exceptional circumstances.
Rationale:
We should be encouraging people to play within the time frames agreed at the start of the game.
The only penalty currently available is to kick players out of the game. This is pretty heavy-handed for a minor infringement and creates the option for other players to end the game when they're losing, which I've seen several complaints about. This penalty option should be retained, but adding a moderate disincentive should reduce the need for this.
