Implemented in the popular vietnamese app 'Tien Len Choi Nhanh"

Report history
The player who "lock" another player will get a +2 bonus (will score 3+2= 5 pts)
I'm not sure of the scoring if several player are simultaneously locked, keeping it as a fixed +2 bonus seems fair
That is why I suggest whenever a player runs out of cards, any player stuck with 13 cards gets the penalty while the player that run out gets the reward.
