The 1,000 points goes back to the riichi declarer if he wins. If another is the winner of the current hand, he collects the 1,000 points. In case of multiple winners, the 1,000 points are collected by the winner first in order after the discarder. -

Move 37. test1 should have collected 2000 points, but somehow 2000 point bets were split between two winners.

"In case more than one player wins at the same time, the riichi bets from players who declared riichi without winning go to the winner closest to the discarder’s right. Riichi declarers that win, always get their riichi bet back."
There's a comparison here, and EMA is the only rule set with this peculiarity ... riichi.wiki/Multiple_ron
(pure speculation: I guess the rule is meant to prevent the unwanted scenario of effectively scoring zero net points on a Ron, which might happen if the hand is the cheapest possible (1 Han, 30 Fu in N/W/S).)
Closed ron is basically 30 fu, and without any more fu pinfu is added so it becomes at least 2 han 30 fu.
Another variant I guess.
