The Spacetime Anomaly Studies action costs 3 ore (before the discount), and allows you to Jump 2 first, then, optionally, research. It should fit the definition of research-type action, both by flavor, and by the in-game effect, because nobody would use it to just Jump 2. There are way too many cheaper ways to move more ships around with other benefits.
Erratic Solar Activity is an event that adds a 1 ore cost for each ship moving into the system impacted by it.
At the beginning of turn 10 (I think), I had 3 ore, and had colonized Teegarden's star. I selected the Spacetime Anomaly Studies action (which should have cost me 2 ore), and then tried to jump to a system impacted by Erratic Solar Activity. I was told I did not have enough ore to do so.
