It adds special purple cards to each deck, plus a new green upgrade card and two additional flavors of Potemkin Villages (1/4 and 3/8). (Note that the duplicate-card discount rule is sometimes described as "-1 ruble for each 'identical' card you already have", but no, it is 'card with the same name'. So if you have the 3/8 PV in your tableau then you could indeed buy the 2/6 PV for only 1 ruble.)
