On page 7 of these rules asmadigames.com/rules/Red7_Rules.pdf, the rule says "Choose a player with fewer cards in their Palette than you" from which to take a card off their pallette. Instead, the pop-up language says something about choosing from a player with MORE cards on their pallette than you. Either this is coded incorrectly, or the rules are printed wrong.

At move 21, I play a 1 card, and BOTH players have fewer cards on their pallettes than I do, but the action is labeled Not Possible and is skipped.
At move 38, I play 1 card, and it allows me to remove a card from the remaining player's pallette, even though he has the SAME number of cards on his pallette, which is neither FEWER cards nor MORE cards.
At move 49, I play a 1, and BOTH players have fewer cards on their pallette than I do, but once again the system says that the action is Not Possible so is skipped.

This is very frustrating, and caused me to time out of my very first game ever! Now my rating is no longer 100% (Perfect).

The tooltips on the cards and the BGA implementation are correct.
I have updated the link to the rules on the game page (unfortunately this goes to BGG, I'm not aware of a direct link available for this version).
1 : Choose a card from another player’s PALETTE,
and place it face-down on top of the Draw Deck.
You may not choose a player with fewer PALETTE cards
than you. You may not play a 1 if you cannot stay in the
game at the end of your turn.
