This may just be a new player issue, but I think it would be helpful if after hitting confirm/end turn, the player would be shown a confirmation prompt that confirms they want to end the turn while reminding them that they can create a district. Because you have to select a district to create one and they cost 0 action points, I think it's easy to forget to create one after performing all other actions (especially moving).

This is similar to La Granja, where it asks if you want to perform an anytime action when ending the turn (like using a helper's ability) if the player is still able to and may have forgotten to.
