When multiple "immediate" effects are triggered from one action, the player should be able to choose the order in which the effects resolve. Here are the steps I followed and the order they happened in game:
1) Upgraded a Guild to a Palace - triggering founding a city
2) Chose 5 VP 2 Spades city tile
3) Claimed a competency tile (from palace tile 5)
4) Chose a competency tile that awarded a tower
5) Placed tower
6) Used spades to terraform a space to my terrain
7) Built workshop
There were 2 effects that were triggered simultaneously when I built my Palace:
1. claim a city tile
2. claim a competency tile
I should be able to choose which of these 2 effects I resolve in its entirety before resolving the next. So I should have been able to fully resolve the city tile before resolving the competency tile or vice versa. I wanted to use the two spades to terraform a space for the tower. The game forced me to pick the competency tile after picking the city tile. It then forced me to fully resolve the competency tile before I could resolve the city tile. -

When building the tower to form a city, I wasn’t able to form the city first and so lost one of the competency cult steps on the engineering track.
