Stated that it is better if I "pass to hire servants," but I wanted to use the card, then pass the next round for money and refreshing them.

Report history
Passing to hire will reclaim all gentry, refresh servants and use the butler pantry (and butler) to allow a player to hire. The improvement tile will flip after hiring.
In scenario above can pass to hire turn one, then pass for money turn two.
To get 200$ and hire would require two turns with either approach (host activity + pass or pass + pass). Maybe the message needs to be tweaked.
